"..the Commissioner of Corporate Services,in consultation with the Commissioner of Economic Development, Culture and Tourism, be authorized to enter into negotiations with Toronto Artscape for a long term lease of the car barns, for artists studios, galleries, live/work units and other uses as determined through a feasibility study, on terms and conditions satisfactory to the Commissioner of Economic Development,Culture and Tourism and the City Solicitor,with the result of such negotiations to be the subject of a further report;”
