POSITION ON 100% PARK

It's not breaking news that politicians do not live up to their campaign promises, but rarely has one gone as far off the rails as Joe Mihevc's Campaign 2000 support of 100% Park for the Wychwood Car Barns. The only proposal currently on the table is an ArtScape development that includes subsidised housing, offices, food distribution, Performance space, gallery & subsidised workspace for cultural workers. It also includes the concept of a core tenant for a performance space that coincidentally opens out onto the park.

Council's 2000 decision sent site disposition to the Parks dept which was swallowed by Joe Halstead's post-Megacity Economic Development & Culture Dept

Behold the site's future is now in the hands of the Culture Dept ably represented by Lori Martin, Rita Davies & Artscape.

To facilitate the hostile takeover of a park by commercial if insolvent enterprises, Ms Martin wrote a charitable report on a seriously flawed Artscape Feasibility Study. Mr Halstead used his reputation to persuade Council that debate in the community made the issue time sensitive which provided an opening through which Councillor Mihevc could drive his procedural legerdemain.

Among the prerequisites for a municipal project are fundraising & efficient project management. In this regard, Coucillor Mihevc 'thinked outside the box' and found himself on a very fine line.

Those philosophically opposed to looting might find something wrong with this picture. Is the removal of the signage (June 28) related to a City Auditor's findings?

In addition to selling the cobblestone bricks, the energetic Councillor also disposed of the overhead copper wires, steel tracks & railroad ties without troubling with due process. Also, monies from the bricks found their way into the Taddlewood Heritage Association account. Jeff Griffiths, the City Auditor, made note of these activities and concluded; " While our review did identify some minor deviations from policy, we found no evidence of any improprieties on the part of staff or Councillor Mihevc."
A conclusion that the Councillor trumpeted as an exoneration at Midtown Council.

Somewhat later in an Auditor's memo: "The Councillor was verbally advised... ... to refrain from such activities as he had no right to take any action involving City property."

"...it is important to remind all Councillors that the handling (sale or disposal) of City property regardless of the value, must be conducted by applicable City staff to ensure appropriate due process and policies are followed"

A memo was then circulated to all Councillors & Dept Heads outlining the procedures for declaring materials surplus, disposing of them at public auction or by competitive bid.

Clearly this was fallout that one would not expect from The Chair of the Ethics Committee.
